hermes執行 Hermes，並在目標場景中驗證所選 skill 的實際效果。
hermes doctor當 skill 行為異常時，先排查環境和配置問題。
步驟
1. 按分類瀏覽內建 skills，先篩出已經覆蓋當前工作流的候選項。
2. 識別高頻、穩定且輸入輸出清晰的任務。
3. 只有在內建 skill 不適用時，才定義自定義 skill 的邊界、說明和責任歸屬。
4. 在正常場景和失敗場景中都驗證 skill 的行為。
前置條件
- 你已經有至少一個可重複的 CLI 或 Gateway 工作流。
- 你已經瀏覽過內建 skills，並確認現成能力仍不能滿足需求。
- 團隊對共享操作說明有明確的評審機制。
說明
- 先把內建 skill atlas 當作發現層，而不是一開始就從零寫新 skill。
- 不要過早把仍在頻繁變化的流程沉澱成共享 skill。
- 高影響共享 skill 要跟蹤版本變化和維護責任。
