hermes运行 Hermes，并在目标场景中验证所选 skill 的实际效果。
hermes doctor当 skill 行为异常时，先排查环境和配置问题。
步骤
1. 按分类浏览内置 skills，先筛出已经覆盖当前工作流的候选项。
2. 识别高频、稳定且输入输出清晰的任务。
3. 只有在内置 skill 不适用时，才定义自定义 skill 的边界、说明和责任归属。
4. 在正常场景和失败场景中都验证 skill 的行为。
前置条件
- 你已经有至少一个可重复的 CLI 或 Gateway 工作流。
- 你已经浏览过内置 skills，并确认现成能力仍不能满足需求。
- 团队对共享操作说明有明确的评审机制。
说明
- 先把内置 skill atlas 当作发现层，而不是一开始就从零写新 skill。
- 不要过早把仍在频繁变化的流程沉淀成共享 skill。
- 高影响共享 skill 要跟踪版本变化和维护责任。
